Russia’s E-Cigarette Market Faces New Labeling Requirements

According to a report by Russian news agency TASS on July 7, the Russian government has further strengthened its regulation of the e-cigarette market. As an important experimental measure, the project of “mandatory implementation of QR code labels on specific types of electronic products” has been included in the country’s pilot program and will be managed through the “Integrity Mark” system.

The trial will officially start on July 14, 2025. This expansion involves products that have not yet been included in the unified marking system, especially e-cigarettes. The new description for this specific type of product includes: “Electronic cigarettes and similar personal reusable vapor devices (including devices for heating tobacco).” This means that during the trial period, all enterprises that meet the EAEU customs code 8543 4000 00 requirements and choose to apply the label can use the QR code label free of charge. However, this process also requires companies to actively apply and register relevant information.

Experts from the Russian Federal Service for Technical Regulation and Metrology stated that by integrating these new rules and identification systems, it is expected to further improve market supervision efficiency, control the legality of products circulating in the illegal market at the source, and protect consumers from the risks of products that do not meet safety standards. The trial period will last until February 28, 2026. Federal authorities have stipulated that during this pilot project, all producers or importers selling electronic vapor devices within Russia must use safety traceability system labels that meet unified requirements.

My Views

As a seasoned commentator who pays attention to market dynamics and the regulatory environment of emerging consumer products, I believe that Russia’s inclusion of e-cigarettes in the “Integrity Mark” system’s labeling pilot project is a positive step in strengthening domestic market governance. From the perspective of consumer protection, the mandatory popularization of product traceability mechanisms can effectively prevent counterfeit and substandard goods from entering the market, and provide Russians with a simple and effective way to verify the legality and origin information of products through scanning codes.

However, a deeper significance lies in the fact that QR code markings will become a means for the government to monitor the e-cigarette market – especially considering Russia’s recent efforts to crack down on illegal tobacco products. The rationality of this approach lies in its ability to help regulatory authorities obtain circulation data, track product flow, and reduce the impact of counterfeit goods on the market; however, from the perspective of industry development, the mandatory implementation of a new tracking system may bring unnecessary compliance costs and affect the production enthusiasm of legitimate enterprises.

If this pilot project achieves the expected results and forms standardized operating procedures with long-term legal support, it may shape a unique e-cigarette market environment in Russia. However, it may also lead to more severe market segmentation: products from legal channels need to add additional labels, while products from illegal sources cannot enter the retail system, ultimately harming consumer choice and potential industrial innovation.

From an international perspective, many countries, especially those that have included e-cigarettes in strict regulatory laws, are using different regulatory tools and methods to deal with counterfeiting issues. However, how to balance effective market monitoring with not imposing excessive restrictions on the industry is a test of policy makers’ wisdom.
