The proposals would require standardized white packaging with limited branding, restrict device colors to black, white, or gray, ban cosmetic lighting and non-essential screens, and limit flavor names to simple descriptors like “berry” or “mint.” Vapes would also need to be kept out of sight at retail, with no public display allowed.

Riot Labs countered that restricting distribution channels is more effective than standardizing packaging. The company would support limiting general retailers to selling only plain-packaged, tobacco-flavored vapes kept behind closed cabinets, while its own flavored products would be confined to licensed specialty vape shops. Riot argued this approach reduces youth access while preserving adult smokers’ access to flavored products and specialist advice.

The company’s founder said the government is dressing “the cure like the disease” and warned that treating vapes and cigarettes identically sends the wrong message to smokers who could benefit from switching.

Dr. Marina Murphy, Head of External Affairs UK and Scientific Affairs at Haypp Group, criticized the one-size-fits-all approach. “Packaging should support informed adult choice without undermining these measures or reducing the ability of smokers to identify less harmful alternatives,” she said. The consultation has drawn over 80,000 submissions, reflecting the high stakes for both public health and industry.
