FDA Authorizes Four New on! Nicotine Pouches Under PMTA Pilot

The U.S. Food and Drug Administration authorized four new on! nicotine pouch products on August 4 through the premarket tobacco product application (PMTA) pathway, bringing the total of FDA-authorized nicotine pouches to 30.

The newly authorized products, manufactured by Helix Innovations LLC, are Rich Berry 2 mg, Cappuccino 2 mg, Cappuccino 4 mg, and Autumn Spice 2 mg. The FDA reviewed them under its nicotine pouch pilot program, which is designed to speed up PMTA reviews, and said lessons from the pilot are now being applied to other PMTA reviews.

The FDA concluded that the authorized products contain lower levels of most harmful and potentially harmful constituents than traditional oral and smokeless tobacco products. Adults 21 and older who completely switch from cigarettes or smokeless tobacco to FDA-authorized nicotine pouches may reduce their exposure to harmful chemicals, the agency said.

The FDA cautioned that dual use, using nicotine pouches alongside cigarettes, does not provide the same level of risk reduction as complete switching. The American Heart Association criticized the decision, saying that authorizing flavored pouches threatens to sustain youth nicotine use.
