June 20, 2025 — The Kangar Municipal Council (MPK) has officially confirmed that the long-anticipated ban on the sale of vapes and electronic cigarettes will come into effect on August 1, 2025, with no planned extensions or delays.
The decision was reiterated by MPK President Affendi Rajini Kanth in a recent statement to New Straits Times, emphasizing that businesses have had sufficient time to prepare for the policy change.
Key Details of the Implementation Plan
- Awareness Period (July 18 – 31, 2025):
The council will begin a preliminary awareness campaign, including the distribution of notices to affected businesses, public announcements, and monitoring of vape-related activities. - Enforcement Begins on August 1:
From this date, the sale of vape products will be strictly prohibited at all business premises. MPK will conduct joint operations with the police, Health Department, and other enforcement agencies to ensure compliance. - Strict Enforcement from September 1:
Businesses found violating the ban will face more severe consequences, including the revocation of business licenses. Repeat offenders will face additional penalties, as outlined by Affendi.
Current Status of Vape Businesses in Kangar
Affendi confirmed that MPK has never issued specific licenses for vape shops. Instead, they operated under general licenses for electrical and electronic appliances, with only four of the 65 licensed outlets found to be selling vape products.
Of these four, three have since allowed their licenses to lapse, while one remains operational. Additionally, the Health Department has identified around 30 vape-selling premises in Kangar, none of which are officially licensed by the MPK.
Reason Behind the Ban
The ban follows a 2022 ruling by the Perlis State Fatwa Committee, which declared electronic cigarettes haram (forbidden) under Islamic law. The decision was reiterated by Perlis Menteri Besar Mohd Shukri Ramli in May 2025, stating that the policy aims to “protect public health and uphold religious values.”
Public Reaction
While the move has been supported by some religious and health groups, local vape shop owners have expressed concern over the sudden implementation. Industry representatives are calling for clearer guidelines and more time to adjust to the policy.
